From November, 1980, until August 1995, I was the Quality Assurance Representative for the Defense
Department responsible for administrating the quality requirements on various government contracts that
Bill was awarded. Bill demonstrated during this time an outstanding ability to manage and direct his
company to completion of these contracts in a timely manner to the highest quality standards. Bill was
required to establish a quality control program that was constantly being monitored by my office.
Problems that were encountered Bill expeditiously solved not only the problem but the cause of the
problem.
Bill had established and designed a documented quality program that not only kept record of his quality
but offered an inventory tracking system, plus work instruction guide that gave step by step instruction
to facilitate his employee's efforts in rework and repair operations.
I found Bill to be pleasant, capable, efficient, and able to work and accomplish tasks encountered in a
timely manner. Bill also possessed the confidence and initiative to handle complications that arise from
time to time.
These qualities were extremely important for the completion of the contracts. However, the qualities that I

Godwin Equipment overhauls vehicles from Alaska
Floor space at Godwin Equipment
is at a premium with the recent
arrival of 7 aircraft refueling trucks
and earth movers from Adak,
Alaska. Owner Bill Godwin has
----".~ured a Navy contract to
rehabilitate these off-road vehicles
and the company's ten employees
are working rapidly to complete the
job in the specified two month
period. Repairs include body work,
tires, painting, engine overhauls, etc.
- if it's worn out, they're fixing it!
In many cases, rust and corrosion
from the vicious Arctic winters
necessitate the fabrication of entire
new cab tops, fenders and fuel
tanks.
Most of the repair work is done in
Godwin's large shop located at
Building 31 in the Spokane Airport
Business Park. This provides a large
degree of quality control, an
important factor in government
contracts where compliance checks
and periodic audits are common.
When asked if working with the
- government is more trouble than-it's
worth, Godwin replied, "Not really,
it's just a matter of learning the

Although Godwin Equipment is
qualified to repair off-road heavy
equipment and trucks of all kinds,
they also do a great deal of
alftornobite-m-ainten-ance and repair.
They have the latest diagnostic
equipment for new cars and are
state certified to repair emission
control apparatus. They also rebuild
diesel engines and rear ends.
Godwin purchased the business in
1980, achieving a goal he set 5 years
earlier. Three years as a military
equipment mechanic in the Army
and a stint as a truck stop
mechanic had convinced him of the
importance of more education, so
he enrolled at Spokane Community
College.This schooling gave him the
solid background he needed to
operate a business of his own when
the opportunity arose.
Like most small businesses, the
beginning was rocky, but the
business has settled down to a
steady flow of work. For Bill
Godwin, being his own boss is the only way to go! --
